CCRIS vs CTOS Malaysia 2026: Differences and What Lenders See

CCRIS is Bank Negara Malaysia's record of your loans and repayment conduct. CTOS is a private credit reporting agency that combines CCRIS data with court records, company directorships and other public information, then gives you a score. They overlap, but they are not the same document, and a lender reading one will see things the other does not show. If you have ever been told "your CCRIS is clean but CTOS has an issue", this article explains why.

We cover what each report contains, how to obtain both, how to read the fields that matter, what "blacklist" really means, and how banks and licensed moneylenders use the two reports differently.

1. What CCRIS Records

CCRIS stands for Central Credit Reference Information System. Every bank, Islamic bank, development financial institution and many other licensed institutions report your facilities to BNM monthly. For each facility the report shows:

  • Outstanding balance and approved limit
  • Instalment amount
  • Conduct of account: for each of the last 12 months, whether the payment was on time or how many months in arrears
  • Legal status: whether the account has been referred for legal action
  • Special attention account: flagged when an account is under close monitoring or restructuring
  • Application enquiries: loans you applied for recently, approved or pending

CCRIS gives no score and no opinion. It is a factual record, and it is what a bank officer reads line by line.

2. What CTOS Records

CTOS is one of several credit reporting agencies licensed under the Credit Reporting Agencies Act 2010. Its report combines:

  • CCRIS data pulled with your consent
  • Litigation records: summonses, judgments, bankruptcy notices
  • SSM information: companies you direct or own, and their status
  • Trade references: payment conduct reported by businesses that extend credit
  • eTR Plus references: utility, telco and other non-bank payment records, where subscribed
  • A CTOS Score from 300 to 850, where higher means lower predicted risk

The score is CTOS's own model. Banks may use it as one input, but most run their own internal scoring on top of the raw CCRIS data.

3. How to Check Each Report

CCRIS

  • eCCRIS portal: register online with BNM, verify your identity, then view your report free at any time.
  • BNM LINK or regional offices: walk in with your MyKad.
  • Kiosks: some BNM offices have self-service kiosks.

CTOS

  • CTOS app or website: register with your MyKad and verify. Basic information is available at low or no cost, while the full report and score are paid products that CTOS prices from time to time.
  • Through a lender: when you apply with MyPinjam Credit, we run a CTOS check as part of assessment, with a one-time RM30 fee.

Check both before you apply for anything significant. Errors are not rare, and a report that surprises the lender is worse than a report that surprised you first.

4. How to Read the Fields That Matter

FieldWhereWhy lenders care
Months in arrears (the 12-digit conduct string)CCRISRecent late payments are the strongest predictor of future late payments
Total monthly instalmentsCCRISFeeds the Debt Service Ratio calculation
Credit card utilisationCCRISHigh utilisation signals cash-flow strain
Number of enquiries in 3 to 6 monthsCCRISMany recent applications look like desperation
Legal status or special attentionCCRISUsually a hard stop for banks
Court records and bankruptcy noticesCTOSPublic evidence of unresolved default
Directorships of companies with issuesCTOSBusiness risk carried into personal assessment
CTOS Score bandCTOSQuick screening tool, not the final decision

A single "1" in the conduct string (one month late) a year ago is a minor blemish. A string of "3, 4, 5, 6" means the account is heading for legal action, and every lender will see it.

5. What "Blacklist" Really Means

There is no official blacklist in Malaysia. Neither BNM nor CTOS maintains a list of banned borrowers. What people call "blacklisted" is usually one of:

  • a low CTOS Score, often below 550
  • CCRIS showing accounts in arrears, legal status or special attention
  • a court judgment or bankruptcy notice appearing in CTOS
  • a lender's internal decision, which is never shared as a list

This matters because problems have specific fixes. A late payment ages off as you pay on time. A judgment can be settled and updated. A bankruptcy has a discharge process. "Blacklisted" is not a permanent status, and our blacklist CTOS loan guide walks through the options while you repair it.

6. How Banks vs Licensed Moneylenders Use These Reports

Banks read CCRIS in detail, calculate DSR from the instalments listed, apply internal scorecards and generally decline any file with active arrears, legal status or a very low score. Their process is rules-driven and slow to make exceptions.

Licensed moneylenders, including MyPinjam Credit, also check the credit report. What differs is the weighting. A licensed lender typically looks at:

  • affordability today, from bank statements and payslips
  • repayment conduct over the last 6 to 12 months, rather than an old blemish
  • whether existing arrears are being settled
  • the purpose and size of the loan relative to income

This is why an applicant with a weak score but stable income and recent clean conduct may be workable with a licensed lender and not with a bank. It is not because the licensed lender skips the check. A lender that claims to skip credit checks entirely is a warning sign; see our guide on how to check a licensed money lender.

7. Correcting an Error

  • CCRIS error: contact the reporting bank first, since only the bank can amend what it reported. If unresolved, lodge a complaint with BNM through BNMLINK.
  • CTOS error: file a dispute through the CTOS app or website. Under the Credit Reporting Agencies Act, the agency must investigate and respond within a set period.
  • Keep evidence: settlement letters, receipts and correspondence. Attach them to the dispute.

Allow several weeks for corrections to flow through. Apply after the fix, not before.

8. Practical Tips Before You Apply

  1. Pull both reports and read them yourself.
  2. Settle any account that is one or two months behind, and wait for the next monthly update.
  3. Bring credit card balances below 30% of the limit if you can.
  4. Avoid new applications for 3 months before an important one.
  5. Calculate your own DSR with the loan calculator so the number is no surprise.

9. Risks and Responsible Borrowing

A better report is not a reason to borrow more. Use it to borrow on better terms, for a clear purpose, at an instalment you can carry comfortably. If your reports show you are already stretched, talk to AKPK about free debt management before adding a new facility.

FAQ

Is CTOS the same as CCRIS?

No. CCRIS is BNM's factual repayment record. CTOS is a private agency report that includes CCRIS data plus public records and a score.

Which report do banks use?

Banks read CCRIS directly and may also pull CTOS or another agency report. The CCRIS conduct history usually carries the most weight.

How long do late payments stay on CCRIS?

CCRIS displays the latest 12 months of conduct for each facility. Older late payments drop out of the displayed window as long as the account continues to be reported.

Can I check CCRIS for free?

Yes. Register for eCCRIS with BNM and view your report free of charge.

Why is my CTOS Score low when my CCRIS is clean?

Common reasons include a court record, a trade reference from a business creditor, a directorship in a company with issues, or too many recent enquiries.

Does MyPinjam Credit check CTOS?

Yes. A CTOS check with a one-time RM30 fee is part of our assessment. We weigh it alongside your income documents and recent repayment conduct.

Does checking my own report lower my score?

No. Self-checks are not counted as lender enquiries.

Next Steps

  1. Register for eCCRIS and the CTOS app, and read both reports this week.
  2. Fix any error and settle small arrears before applying.
  3. Estimate an affordable instalment on the loan calculator, then check your eligibility. Approval within 24 hours or less once documents are complete, subject to assessment.
