Bank Loan vs Licensed Money Lender Malaysia 2026: Which Is Right?
A bank personal loan is usually cheaper. A licensed money lender is usually faster and more flexible on documents and credit history. Which one is right depends on how strong your profile is, how urgent the need is and how much you want to borrow. Both are legal, regulated channels in Malaysia. The mistake most borrowers make is not choosing the wrong one, but assuming that anything that is not a bank must be an Ah Long.
This guide compares the two side by side: regulation, interest, speed, documents, eligibility, loan size and the type of borrower each suits, with a worked instalment example and a decision checklist at the end.
Quick Comparison
| Bank personal loan | Licensed money lender | |
|---|---|---|
| Regulator | Bank Negara Malaysia (BNM) | KPKT under the Moneylenders Act 1951 |
| Typical interest | Often around 4% to 10% p.a. depending on profile; check the bank's latest rate | Legal cap 18% p.a. unsecured, 12% p.a. secured. MyPinjam Credit personal loans: 6.5% to 12% p.a. |
| Approval time | 3 working days to 2 weeks | Within 24 hours or less once documents are complete |
| Credit check | CCRIS and CTOS, strict cut-offs | CCRIS and CTOS checked, weighed with affordability |
| Documents | Payslips, EPF, bank statements, often employer confirmation | MyKad, bank statements, payslips or alternative income proof |
| Loan size | Commonly up to RM100,000 to RM200,000 for strong profiles | MyPinjam Credit: RM5,000 to RM150,000 |
| Tenure | 1 to 7 years typical | 1 to 7 years (MyPinjam Credit personal loan) |
| Suits | Salaried, clean record, not in a hurry | Self-employed, thin file, recent blemish, urgent need |
1. How Each Is Regulated
Banks operate under the Financial Services Act and Islamic Financial Services Act, supervised by BNM. Their lending rules, responsible financing guidelines and DSR limits are set centrally.
Licensed money lenders operate under the Moneylenders Act 1951, supervised by KPKT. The Act caps interest, prescribes the form of the loan agreement, requires a stamped written contract and gives borrowers a complaints channel. A lender without a KPKT licence is not a "moneylender" in any legal sense. Verify before you borrow using our KPKT licence check guide.
2. Interest and Total Cost
Banks fund loans from deposits and enjoy lower funding costs, so their headline rates are lower. Licensed lenders accept more risk and fund from their own capital, so rates are higher, but capped by law.
The honest comparison is total cost over the tenure, not the headline rate alone. Consider:
- Flat rate vs effective rate. Many personal loans quote a flat rate. The effective rate is roughly double. Ask which one is being quoted.
- Fees. Stamp duty applies to both. Banks may add processing fees or insurance. Licensed lenders may not charge upfront fees before disbursement.
- Early settlement. Ask how interest is rebated if you settle early. Terms differ between lenders.
Worked example: RM20,000 over 3 years
Illustrative estimates using a simple flat-rate calculation. Actual quotes differ.
| Bank at 6% p.a. flat | Licensed lender at 12% p.a. flat | |
|---|---|---|
| Total interest | RM20,000 x 6% x 3 = RM3,600 | RM20,000 x 12% x 3 = RM7,200 |
| Monthly instalment | (RM20,000 + RM3,600) / 36 = RM656 | (RM20,000 + RM7,200) / 36 = RM756 |
| Difference per month | About RM100 |
The bank is cheaper by roughly RM100 a month in this example. Whether that saving is worth a two-week wait, or is even available to you, depends on the sections below. Test your own figures on the loan calculator.
3. Approval Speed
Bank approval involves document verification, credit scoring, sometimes employer verification and a committee or automated decision. Three working days is fast; two weeks is common.
A licensed lender's process is shorter because the decision is made in-house. At MyPinjam Credit, an application with complete documents is assessed within 24 hours or less, subject to eligibility. Disbursement follows agreement signing during office hours, which matters if you are applying over a weekend; see applying for a loan on Saturday or Sunday.
4. Documents and Eligibility
| Requirement | Bank | Licensed lender |
|---|---|---|
| Minimum income | Often RM2,000 to RM3,000 per month | MyPinjam Credit form minimum: RM1,500 per month |
| Employment | Usually 3 to 6 months confirmed, permanent preferred | Stable income; contract, commission and self-employed considered |
| Payslips | Required for salaried | Required if available; bank statements and alternative proof accepted |
| Self-employed | 2 years of tax returns or audited accounts often requested | SSM registration and 6 months of bank statements |
| DSR | Typically must stay under 60% to 70% | Assessed for affordability; a realistic amount matters more than a fixed cut-off |
| Credit history | Active arrears or legal status usually means rejection | Checked; recent conduct and settlement of arrears weighed with income |
If you have no payslip, see loans without a payslip in Malaysia. If your CTOS has a blemish, see the blacklist CTOS loan guide.
5. Loan Size and Tenure
Banks can lend larger amounts to strong profiles, sometimes several times monthly income. Licensed lenders lend smaller amounts relative to income, which is a feature, not a limitation: the amount is sized to what the applicant can visibly repay.
MyPinjam Credit personal loans run from RM5,000 to RM150,000 over 1 to 7 years. Business needs are handled separately; see our personal loan vs business loan guide.
6. Who Should Choose Which
Choose a bank if:
- you are salaried with at least 6 months at your employer
- your CCRIS shows no arrears in the last 12 months
- you can wait one to two weeks
- you want the lowest possible rate for a large amount
Consider a licensed money lender if:
- you are self-employed, on commission or in the gig economy
- you have a recent blemish that is now settled but still visible
- the bank has declined you and you need a clear yes or no quickly
- the need is time-sensitive and the amount is moderate
- you prefer a lender that assesses your actual cash flow rather than a scorecard
Choose neither, and talk to AKPK first, if:
- you are borrowing to service other debts every month
- your DSR is already above 60%
- you cannot name what the money is for
7. Licensed Lender vs Ah Long: Do Not Confuse the Two
| Licensed money lender | Illegal lender (Ah Long) | |
|---|---|---|
| KPKT licence number | Yes, displayed | No, or a borrowed one |
| Interest | Capped at 18% p.a. | Weekly rates, unlimited |
| Agreement | Written and stamped | None or blank paper |
| Upfront fees | None before disbursement | "Processing fee" demanded first |
| Holds your MyKad or ATM card | Never | Routinely |
| Collection | Lawful | Threats and harassment |
If any lender, however friendly, fails the left-hand column, walk away.
8. Decision Checklist
- Have I checked my own CCRIS and CTOS reports?
- Is my income documented clearly, or do I need a lender that accepts alternative proof?
- How soon do I need the money, honestly?
- What amount solves the problem, not the maximum I could get?
- Have I compared the total cost on the calculator?
- Have I verified the licence of any non-bank lender?
9. Risks and Responsible Borrowing
Speed is useful only if the loan is affordable. A higher-rate loan approved today can still be the right decision when it avoids a larger cost, such as a lost job, a repossession or a medical delay. It is the wrong decision when it funds spending that can wait. Borrow the smallest amount that solves the problem, keep the tenure as short as the instalment allows, and read the agreement before signing.
FAQ
Is a licensed money lender legal in Malaysia?
Yes. Licensed money lenders operate under the Moneylenders Act 1951 and are licensed and supervised by KPKT.
Why are licensed lender rates higher than bank rates?
They take on borrowers banks decline and fund loans from their own capital. The law caps the rate at 18% per annum for unsecured loans.
Will a licensed lender approve me if the bank rejected me?
Not automatically. The lender still checks your credit report and assesses affordability. A rejection caused by unresolved arrears or an unrealistic amount will usually be repeated. A rejection caused by a rigid bank rule, such as employment type, may not be.
Does borrowing from a licensed lender affect my CCRIS?
Licensed moneylenders are not banks and do not report to CCRIS in the same way. Your conduct may still appear in CTOS trade references or litigation records if a loan goes to default.
Can I switch from a licensed lender to a bank later?
Yes. Many borrowers use a licensed lender for an urgent need, repay on time, then refinance or take their next loan from a bank once their profile is stronger.
What is the fastest way to get a decision from MyPinjam Credit?
Submit the online form with clear copies of your MyKad, latest 3 months of bank statements and payslips or other income proof. Complete applications are assessed within 24 hours or less, subject to eligibility.
